EVE Online – Free 2 Play with PLEX?

I want to play EVE online. But I DO NOT want to get into that loop of wasting 15 bucks a month to play the same computer game.
Is it possible to EFFICIENTLY buy PLEX in game to play EVE online for free?
Or is it just an expensive feature that only the highest lvl guys can afford it and nothing but a mere discount?
